Payments in Lieu of Taxes:

Two New Reports

Policy Matters Ohio was commissioned by Cuyahoga County Treasurer Jim Rokakis to research issues related to the possible development of a program under which local nonprofit hospitals would make payments in lieu of property taxes (PILOTs). Two reports were released in December 2004. One examines the extent to which hospitals elsewhere in the country are making such payments. It finds that a number of elite hospitals are doing so, including 5 of the 10 private nonprofit hospitals on the U.S. News & World Report Honor Roll. A second report reviews the amount of tax-exempt property in Cuyahoga County and the City of Cleveland. It estimates the value of property-tax exemptions for the Cleveland Clinic Health System and University Hospitals Health System, and finds it to be substantial.
