Higher Education in Ohio’s Budget
Governor Kasich’s proposed budget for the coming biennium allows Recovery Act funds for colleges and universities to lapse, so the budget for the Ohio Board of Regents is cut by $413 million, or 8.1 percent over the prior biennium. The Executive Budget Proposal constrains tuition hikes to 7 percent over the biennium, but cuts the Ohio College Opportunity Grant by 5 percent. Campuses are to make up cuts through year-over-year tuition increases, privatization and labor cost savings anticipated by the elimination of collective bargaining, benefit reductions and changes in construction protocol that work against union contractors. Ohio needs a more balanced approach that relies on new revenues and fewer spending cuts.
