The Cleveland Living Wage Law's First Year

This March 2002 report shows Cleveland's living wage ordinance has been hindered by implementation problems since its January 2001 effective date.  Especially in the areas of contract monitoring, health care provisions, and notification of affected employees, the report suggests needed improvements in the law's wording and administration.
