Tax Commissioner Thomas M. Zaino knows how companies beat the government out of taxes.

He used to help them do it.

Zaino, 39, left the private sector — he was a partner in the Columbus office of the PricewaterhouseCoopers accounting firm — to join the Taft administration in 1999.
