Deregulation hikes tuition – Last year, the Kasich administration announced plans to weaken regulation of its public colleges and universities. Only problem? Our analysis of college and university systems around the country suggests that deregulation may lead to a system that charges more in tuition and enrolls fewer low-income students. This Dispatch story on our report said the deregulation plan is dead. Let’s not revive it. A better way to create a strong system that works for everyone? Provide adequate funding and target resources to need-based aid.
Trading fewer jobs – The number of Ohio workers and workplaces certified for federal assistance because they’ve been hit by trade was at a six-year low in 2011. This good news is partly due to manufacturing growth in the state. Our analysis of Trade Adjustment Assistance recommends keeping rules in place to help displaced workers retool for new jobs.
12 principles – Ohio is considering legislation, Senate Bill 365, that would allow the state to issue a prepaid debit card as an option for those who do not receive direct deposit for their state tax refund. We’ve identified an approach that will help make sure Ohioans benefit from a fair, safe and easy-to-use card.
Mixed message – Ohio’s unemployment rate fell and our labor force increased in a September labor market survey, but another survey showed a 12,000-job loss in Ohio. Monthly numbers can vary but more policies are needed to strengthen the recovery. For more, read our latest JobWatch report.
