From Ideastream's Sound of Ideas -- Ohio has a new two-year budget in place. The $62 billion spending plan does a lot more than just lay out the state's fiscal expenditures. It reduces the income tax while raising the sales tax. It changes the way schools are funded, and it blocks the expansion of Medicaid. What's in? What's out?
