The Trade Adjustment Assistance (TAA) program, which provides income support and retraining to workers who lose their jobs due to rising imports or shifts in production overseas, underwent a major expansion under the American Recovery and Reinvestment Act. Effective May 18, 2009, workers in service industries were covered for the first time, as were more manufacturing workers affected by production shifts abroad, while benefits increased.
This July 2010 report finds that the U.S. Department of Labor certified 20,677 Ohio workers for help last year under TAA, nearly double the average annual number in the three preceding years. Workplaces in 58 of Ohio’s 88 counties were certified during the first year of the “new TAA,” ranging from General Electric to a Wal-Mart eyeglasses plant. While occasionally circumstances change and workers are able to continue or return to work, most certifications represent job losses. The report makes recommendations, including the continuation of the new TAA provisions after they expire at the end of the year.
