Amy Hanauer's January 2002 analysis of the latest enrollment figures from Cleveland's voucher program finds that 99.4 percent of voucher students are enrolled in religious schools. Hanauer points to a consistent decrease of secular school participants and voucher student enrollment in secular schools since the program began in 1996-97. The U.S. Supreme Court is now poised to hear arguments regarding a December 2000 U.S. Circuit Court of Appeals decision that deemed Cleveland's program unconstitutional and cited the fact that then, 96% of the city's voucher students were enrolled in religious schools.
