Governor Kasich's proposed budget for the coming biennium allows Recovery Act funds for colleges and universities to lapse, so the budget for the Ohio Board of Regents is cut by $413 million, or 8.1 percent over the prior biennium. The Executive Budget Proposal constrains tuition hikes to 7 percent over the biennium, but cuts the Ohio College Opportunity Grant by 5 percent. Campuses are to make up cuts through year-over-year tuition increases, privatization and labor cost savings anticipated by the elimination of collective bargaining, benefit reductions and changes in construction protocol that work against union contractors. Ohio needs a more balanced approach that relies on new revenues and fewer spending cuts.
