Although some policymakers insist that cutting income taxes will prevent migration out of Ohio, the evidence belies their claims.
The same states to which Ohioans migrate top the states sending migrants here, migration does not change in conjunction with changes in income tax policy, Ohio residents leave for (and come from) states with a variety of tax structures, and area states with various tax structures are also suffering from out-migration. More filers leave Ohio than come here each year; income taxes are not the reason why. Read more in this June 2005 report.
