This June 2003 analysis by the Institute on Taxation & Economic Policy reveals that the federal tax changes enacted in May will substantially benefit high-income Ohio taxpayers, while less affluent taxpayers will see small cuts, amounting to as little as $42 over the next four years for the bottom fifth of the income scale.
