Zach Schiller's September 2001 assessment of the Ohio Unemployment Insurance (UI) system finds that the state has some of the strictest standards in the nation for unemployed workers to qualify for benefits, and that many Ohio employers have not been paying into the UI fund. Schiller makes recommendations for updating Ohio UI's eligibility standards and tax structure to better provide for the changing face of our workforce.
